Note regarding Thomson Reuters' Journal Citation Reports

The Journal of the Microwave Power Energy was listed in the Journal Citation Reports (JCR) by Thomson Reuters (formerly ISI) until 2006, when a series of events occurred within IMPI that delayed the publication of the Journal, delay despite the efforts of two Editors in Chief. There were serious efforts to maintaining the quality and pertinence of the Journal and recover its documented history. Indeed, it would be the easiest to take papers directly from the Annual Symposia, most of which were very good, and have it published on time. But these are intended for the proceedings rather than Journal. Instead the editors worked hard to Journal versions and tried to produce the Journal that every person working in microwave and radio frequency area deserves.

Nowadays, there is a situation driven by world pressure towards using the JCR as a measurement of  the presence of  a journal. Academics are moved to publish not only in JCR listed journals, but in those with high "Impact Factor". This new scenario in combination with the situation of the Journal, discouraged some researchers to submit their papers to JMPEE, and moved them to publish their applications in Chemistry, Physics, Catalysis and Materials Processing journals among others. However a search of journals shows that there is no other journal dedicated exclusively to this area, despite the many symposia and conferences where the word microwave can be found.

Of course, it is necessary that JMPEE gets integrated back into the system, and for that purpose, it must continue with its good scientific record, and promote proper circulation. Given that this journal seems to be unique in the area, and now has joined efforts with AMPERE, it is not within our plans that JMPEE be a  kind of second class journal, by having to accept comparatively poor manuscripts in order to fill the issues.

There is other factor aside the new environment described above, that the journals with greater "Impact Factors" are receiving more submissions, and in turn, the rejection has increased, so that there are some that clearly claim that "The Journal currently receives many more contributions for publication than it is possible to accept.  It is therefore necessary to reject some 80% of the papers which have been submitted".  Authors do recognize this difficulty and have placed great emphasis on the importance of a prompt decision so that unnecessary delays are avoided in the bringing a paper to publication.

Thus, the strategy for bringing the JMPEE back to JCR, is avoiding unnecessary delays, and providing a system of quick first review, considering that the JMPEE still receive very good quality papers among the submissions, because of the many researchers who have made their lives in this area.

Help from the microwave and RF community is needed, and besides many intangible reasons for doing that, here is one that is very tangible: symposia on this area are well attended worldwide and more than 40 years  of history means something. The number "173" next to the logo in the bottom means that is the consecutive issue number since 1966  being currently published.

The JMPEE cannot be back to the JCR list until gets back to schedule, and each editor getting closer to this aim, it is intended to be on schedule by April 2011 so that the reintegration process in Thomson Reuters can be started. The Editorial Committee is working on taking care of the good papers and finally a good new.

As it was stated before, a good history is necessary for success in this endeavor: this history was maintained, as it can be seen at  the Science Analysis of The SCImago Journal & Country Rank, which is a portal that includes the journals and country scientific indicators developed from the information contained in the Scopus® database (Elsevier B.V.). These indicators can be used to assess and analyze scientific domains. This platform takes its name from the SCImago Journal Rank (SJR) indicator, developed by SCImago from the widely known algorithm Google PageRank™. This indicator shows the visibility of the journals contained in the Scopus® database from 1996. SCImago is a research group from the Consejo Superior de Investigaciones Científicas (CSIC), University of Granada, Extremadura, Carlos III (Madrid) and Alcalá de Henares, dedicated to information analysis, representation and retrieval by means of visualization techniques. As well as SJR Portal, SCImago has developed The Atlas of Science project, which proposes the creation of an information system whose major aim is to achieve a graphic representation of IberoAmerican Science Research. Such representation is conceived as a collection of interactive maps, allowing navigation functions throughout the semantic spaces formed by the maps.

There are other places to look at, such as WorldCat, JMPEE is registered as 12644830, and Research Gate.

It is not the purpose of this comparison to deviate of having JMPEE integrated to JCR, the purpose is to show that the journal still has high visibility because its pertinence. More about this index can be read in the paper located at SCImago Journal Rank (SJR) indicator. Reviewing the site where the analysis over the JMPEE is shown in this link, it can be noticed that there are large opportunity areas, such as the international collaboration, which are important for any desired index.

The purpose of this note was in part to inform to the community about the plans of the JMPEE in a near future as well as getting the support of the microwave and RF community (AMPERE / Japanese Society / Chinese society / Indian Society members) in this endeavor wishing to be successful in having the journal back to the list and continue with the efforts started more than forty years ago in IMPI of being among the foremost source of scientific and technical information collaborating to the art and sciences of microwave and RF applications.
